|BRICS leaders discuss the situation in Ukraine|
The situation in Ukraine became one of the important points in the declaration of the 14th BRICS Summit in Beijing, Thursday (23/6/2022). The 14th BRICS Summit in 2022 is chaired by Chinese President Xi Jinping and attended by Brazilian President Jair Bolsonaro, Russian President Vladimir Putin, Indian Prime Minister Narendra Modi and South African President Cyril Ramaphosa. BRICS leaders said they had discussed the situation in Ukraine. BRICS is an acronym for the emerging market groups Brazil, Russia, India, China and South Africa. Quoted by CGTN, the BRICS group promised to maintain world peace and security in a joint declaration adopted at the virtual meeting.
The leaders are also committed to respecting the sovereignty and territorial integrity of all countries and to the peaceful resolution of differences and disputes between countries through dialogue and consultation. They also agreed to support all efforts conducive to a peaceful resolution of the crisis. BRICS countries support talks between Moscow and Kiev, as well as UN and Red Cross efforts in Ukraine, says the Beijing Declaration of the 14th BRICS Summit. The leaders underlined their adherence to the sovereignty and territorial integrity of all countries. They advocate a world without nuclear weapons and call on developed countries to pursue "responsible economic policies, while managing the impact of policies."
The BRICS leaders said they had discussed the situation in Ukraine and recalled the national positions of each country, as expressed at the appropriate forums, namely the UN Security Council and the UNGA. "We support talks between Russia and Ukraine," the declaration reads. The association voiced its support for the efforts of the United Nations and its Secretary-General Antonio Guterres, as well as the International Committee of the Red Cross in providing humanitarian assistance to Ukraine. The BRICS countries reaffirmed "respect for the sovereignty and territorial integrity of all countries". BRICS emphasizes our commitment to the peaceful resolution of differences and disputes and its strong commitment to nuclear disarmament. The leaders also voiced support for a peaceful, secure and stable Afghanistan. BRICS also emphasizes respect for sovereignty, independence, territorial integrity, national unity, and non-interference in its internal affairs.
They stressed that its territory should not be used to threaten or attack any country or to protect or train terrorists, or plan to fund terrorist acts. The BRICS hopes for successful talks on restoring the Iran Nuclear Deal and supports bilateral and multilateral talks for the resolution of "all issues related to the Korean Peninsula, including its complete denuclearization." The association continues to advocate for "complete reform of the United Nations, including its Security Council," to increase the representation of developing countries so that they can adequately address global challenges.
BRICS also calls for preserving and strengthening weapons control systems.
The declaration said the (economic) recovery was imbalanced after the pandemic exacerbated inequalities around the world. Global growth momentum has weakened, and the economic outlook has declined, the declaration said. "We urge major developed countries to adopt responsible economic policies, while managing policy spillovers, to avoid severe impacts on developing countries," the BRICS leaders said. BRICS urges multilateral financial institutions and international organizations to play a constructive role in building global consensus on economic policy and preventing systemic risks of economic disruption and financial fragmentation. The five leaders underlined that the G20 "will remain intact and respond to today's global challenges." Leaders point out that the BRICS countries produce about a third of all food in the world. BRICS notes the "strategic importance" of agricultural inputs, including, among other things, fertilizers, to ensure global food security.
The document does not directly mention the problem of the food crisis. The five leaders recognized the importance of strengthening the Contingent Reserve Arrangement (CRA) mechanism, which contributes to strengthening the global financial safety net and complementing existing international monetary and financial arrangements. They also welcomed further cooperation from central banks on the payment channel. The BRICS Declaration recognizes developed countries as having a historical responsibility for global climate change, and must take the lead in scaling up mitigation actions. BRICS opposes "green" trade barriers.
"All actions taken to address climate change and biodiversity loss must be designed, adopted and implemented in full accordance with the WTO agreements," the Declaration of the 14th BRICS Summit in 2022 said. "...and must not constitute a means of arbitrary or unjustifiable discrimination or a disguised restriction of international trade and must not create unnecessary barriers to international trade," the declaration continued. The leaders emphasized the need for the creation of a complex early warning system for epidemic risks within the association. BRICS underlines that member states must be better prepared for future health care emergencies. The association also advocates "fair distribution of vaccines". BRICS also asked international agencies and charities to purchase vaccines and boosters "from manufacturers in developing countries, including in Africa, to ensure that developed manufacturing capabilities are maintained."
